VISION AS HUMAN RIGHTS CITY / TERRITORY

 

Local governments are the first point of contact with the public and its institutions for the general population. Therefore, they play a fundamental role in listening, providing feedback, and maintaining a connection with the people of their respective territories. In this regard, in our country, this role is especially relevant in terms of human rights for LGBTIQANB+ people, as there is no other mechanism that addresses, listens to, or resolves needs and/or issues in this area. Furthermore, there is also no other public body that provides technical tools or guidance to local governments or their coordination within the multisector, which is so necessary for the effective resolution of demands and historic social struggles.

 

MOTIVATIONS TO JOIN THE CAMPAIGN

 

From local governments, understanding the tools these institutions have, we see municipalities as the entry point for organized and individual civil society to the State as a political and social apparatus. In this way, being prepared to face challenges, make realistic and optimal diagnoses regarding the demands and promotion of human rights, requires collaborative, organized work in line with international challenges and with what society expects to be addressed as part of the current socio-cultural transformation. 

In this way, there is an urgent need to establish effective human, social, cultural, political, and economic rights perspectives for LGBTIQANB+ people, who in our country do not have any other public body that addresses their diversity, qualities, and/or sociodemographic characteristics. In this context, municipal entities have become pioneers in responding to and addressing these needs, creating public policy that has not yet been addressed by the central government. And even though some legislative instruments exist, there is still a long way to go. In this sense, having perspectives from different countries and realities is the way to strengthen this work.

 

HUMAN RIGHTS LOCAL POLICIES, MECHANISMS AND PROGRAMS

 

  1. Technical resources, training, and support for teams and local governments working with LGBTIQANB+ people, gender-sexual diversities and dissidences, and people living with HIV.

  2. Collaboration in the promotion of the rights of gender-sexual diversity populations from an intersectional perspective. Technical work for a Comprehensive Trans Law, adjustments to Law 21.120 on name and gender change in registries; efforts and progress in amendments to Law 20.609 on non-discrimination, support for education law projects (José Matías Law), and a project to amend Law 18.695 on the constitutional organization of municipalities and the requirement for municipal mechanisms regarding non-discrimination.

  3. Multisectoral work through commissions and general coordination on issues of education, social affairs, culture and sports, citizen participation, among others.
