Why are local and regional governments essential for promoting, fulfilling and respecting human rights?
Local and regional governments are essential because they represent the level of government closest to people’s daily lives. At the municipal level, they address fundamental needs such as access to public services, drinking water, security, public spaces, mobility, social development, culture, environmental protection and support for vulnerable groups.
This proximity allows them to directly understand the conditions, inequalities and specific needs of each community, as well as to design more timely, inclusive responses adapted to the reality of the territory. Local governments have the capacity to transform human rights principles into concrete actions that improve people’s quality of life.
They are also key actors in preventing discrimination, promoting substantive equality, strengthening citizen participation and creating conditions for well-being, peace and social cohesion. Through public policies, programmes, infrastructure projects, services and citizen support mechanisms, they can ensure that people have greater opportunities to exercise their rights under equal conditions.
For Valle de Bravo, assuming this commitment means strengthening a close, sensitive and responsible public administration that places people at the centre of every decision and promotes solutions based on inclusion, accessibility, participation and social justice.
Why are human rights relevant values and a useful framework for guiding local action?
Human rights are relevant values because they recognize the dignity of all people and promote fundamental principles such as equality, freedom, justice, solidarity, non-discrimination and democratic participation.
As a framework for local action, human rights guide the planning, implementation and evaluation of public policies towards reducing inequalities and prioritizing those who face greater barriers to fully exercising their rights. This approach ensures that municipal programmes and services do not only address immediate needs, but also contribute to building lasting conditions of well-being and development for the entire population.
Furthermore, human rights strengthen transparency, accountability, citizen participation and shared responsibility between government and communities. Guiding municipal action from this perspective makes it possible to identify challenges, listen to residents, improve service delivery and make decisions that are fairer, more inclusive and sustainable.
For Valle de Bravo, human rights represent a transversal guide to promoting a municipality where all people can access opportunities, participate in public decisions and live with dignity, security and well-being, without discrimination or exclusion.
Valle de Bravo is joining the Global Campaign “10, 1000, 1000 Human Rights Cities and Territories by 2030” because it recognizes that human rights must guide local public action and the provision of municipal services in a transversal manner.
Our motivation is to strengthen a government that is close to its people, inclusive and committed to human dignity, capable of responding to community needs through public policies based on equality, citizen participation, sustainability and non-discrimination.
Joining this initiative represents an opportunity to consolidate actions in favour of access to basic services, environmental protection, support for women, children and adolescents, as well as the strengthening of transparency and accountability.
Valle de Bravo reaffirms its commitment to building a territory where all people can fully exercise their rights, participate in public decisions and access better conditions of well-being, development and peace.

The municipality develops actions aimed at environmental protection and strengthening basic services, particularly regarding drinking water, drainage, sanitation and maintenance of hydraulic infrastructure.
These actions seek to expand and preserve access to water, address community needs, improve sanitary conditions and promote the responsible use of natural resources.
For Valle de Bravo, protecting water and the natural environment represents an essential responsibility to guarantee present and future well-being, as well as the effective exercise of the right to a healthy environment.
