Why are local and regional governments essential for promoting, fulfilling, and respecting human rights?
Because it is in the territories where citizens live, express themselves, and actively and formally exercise their rights.
Why are human rights relevant values and a useful framework for guiding their local action?
This stems from the fact that we are not only physical beings but also moral and spiritual human beings. Human rights are necessary to protect and preserve the humanity of each individual, in order to ensure that all people can live a dignified life—a life worthy of a human being. It is at the local level where their realization takes concrete form.
The municipality has been working on rights-based public policies and promoting human rights through concrete actions since 2007. This includes the pursuit of equity, the promotion of a healthy environment, and efforts to ensure a better quality of life with full access to rights for all residents of the district.
