To consolidate Coeneo as an inclusive, safe, fair, and supportive territory where women, men, girls, boys, adolescents, older persons, Indigenous peoples, and groups in vulnerable situations fully exercise their rights and actively participate in building a society with shared well-being and prosperity.
As a Human Rights City, Coeneo will guide its public policies according to the principles of equality, non-discrimination, citizen participation, transparency, accountability, and effective access to justice, strengthening the relationship between government and citizens to ensure that no one is left behind and no one is excluded. We will promote respect for the cultural diversity of our Indigenous communities, gender equality, a culture of peace, environmental sustainability, and the comprehensive development of individuals, fostering a municipality where human rights are a daily reality and a tool for achieving collective well-being.

It will also enable the municipality to benefit from training opportunities, institutional support, and the exchange of good practices that will strengthen municipal public management.
