We believe the role of local governments in promoting human rights is essential because their actions occur on a human scale, close to the residents of the territory, their specific situations, and their needs. This proximity allows for a better understanding of contexts and greater effectiveness of actions. 

Human rights are a priority axis of Bordeaux’s municipal policy, which has implemented a comprehensive framework: “Bordeaux, Land of Solidarity.” This framework combines various public policies on access to rights and coordination of local actors and partners. Access to human rights, within our concept of social justice, is the foundation of this framework.

 

MOTIVATIONS TO JOIN THE CAMPAIGN

 

The city of Bordeaux sits on the Executive Bureau of UCLG. Joining this campaign aligns fully with our commitment to the values and initiatives supported by UCLG. Furthermore, through this campaign, we aim to meet and engage with other local governments around the world, promote the dissemination of human rights in our territory, and among our international partners.

 

HUMAN RIGHTS LOCAL POLICIES, MECHANISMS AND PROGRAMS

 

  1. Plan to Combat All Forms of Discrimination (2022)

The 2022–2026 Plan to Combat All Forms of Discrimination, adopted by the City of Bordeaux, sets out the municipality’s priorities in fighting hate, promoting inclusion and diversity, and ensuring equal opportunities.

Examples: training for staff, elected officials and external partners; masterclasses on combating racism and discrimination (in partnership with UNESCO); public events such as the Memory Days in May, Pride Month in June, and the Fortnight for Equality and Diversity in November.

 

  1. Municipal Roadmap “Bordeaux, Land of Solidarity” (2022)

This city-wide public policy is based on a collaborative approach: over 150 stakeholders—institutions, associations, universities, and social workers—contributed to the creation of the Bordeaux, Land of Solidarity framework. It is structured around two core priorities:

  • Access to rights, as a foundation for social justice,

  • Personal and civic empowerment, essential for residents’ well-being and active participation in local life.

Since October 2024, the City of Bordeaux has launched UniSol, its first-ever Solidarity Festival. Free and open to all, this event showcases the richness and diversity of local initiatives in mutual aid, social justice, and community support.

 

  1. Gender Equality Policy

The City of Bordeaux is committed to promoting women’s rights and gender equality, implementing a cross-cutting gender equality policy across all its areas of responsibility.

Examples: staff training, inclusive urban planning, creation of a Women’s Rights Commission, gender-sensitive budgeting, a gender equality charter for cultural institutions, and an anti-harassment initiative in public spaces (Ask for Angela).
