Several public entities, non-governmental organizations, cooperation agencies, associations within the Decentralized Autonomous Governments (GADs), and the GADs themselves have implemented initiatives aimed at strengthening mechanisms for the restitution of human rights. These efforts have resulted in a wide range of experiences and practices—some developed with high-quality standards aligned with essential public services, and others lacking the fundamental components necessary for the effective protection of human rights.
This disparity underscores the need for AME, as the national association of municipalities, to establish overarching parameters and guidelines to ensure consistent and effective human rights compliance across all GADs in the country.
1) To assess the operational capacity of the Protection Boards within Municipal GADs, the Association of Ecuadorian Municipalities offers a dedicated module titled “Cantonal Protection Boards of Rights.” This module provides essential information and resources aimed at strengthening the capacities of Board members to reduce and eradicate violence against all priority attention groups.
2) There are methodological and technical tools for strengthening the capacity of municipal bodies to comply with human rights:
