The UCLG Committee on Social Inclusion, Participatory Democracy and Human Rights, in collaboration with the International Human Rights Secretariat of Nantes - Pays de la Loire (France) organised a seminar on the Global Charter-Agenda of Human Rights in the City during the WSF in Dakar. The activity took place on 9 February from 5 pm to 7 pm in the WSF area and its objective was to debate the practical application of the Charter-Agenda on the ground.

The seminar follows on from the debates that took place at the WSF in Nairobi (2007) and Belém do Pará (2009), at which the Committee and its member local governments established closer links with social movements working to reinforce the right to the city. At these debates, and at many others that have taken place during various international events, the discussions focused on the definition of the rights contained in the Charter. On 2011, the discussions will focus on the Agenda, i.e. on the political measures that the signatory local authorities can use to implement each of the rights contained in the document.

After the positive reception for the Charter-Agenda at the meeting of UCLG Executive Bureau (Mexico City, 18 November 2010) in 2011 the Charter-Agenda begins a phase of political debate within UCLG before being presented to the World Council for its approval (autumn 2011).
